The inspection

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 (the Act) as part of our regulatory functions. We checked whether the provider was meeting the legal requirements and regulations associated with the Act. We looked at the overall quality of the service and provided a rating for the service under the Health and Social Care Act 2008.

Inspection team

The inspection was completed by one inspector and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service.

Service and service type

This service is a domiciliary care agency providing care and support to people living in specialist ‘extra care’ housing. Extra care housing is purpose-built or adapted single household accommodation in a shared site or building. The accommodation is bought or rented and is the occupant’s own home. People’s care and housing are provided under separate contractual agreements. CQC does not regulate premises used for extra care housing; this inspection looked at people’s personal care and support service.

Registered Manager

This provider is required to have a registered manager to oversee the delivery of regulated activities at this location. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Registered managers and providers are legally responsible for how the service is run, for the quality and safety of the care provided and compliance with regulations.

At the time of our inspection there was a registered manager in post.

Notice of inspection

We gave a short period notice of the inspection because it is a small service and we needed to be sure that the provider or registered manager would be in the office to support the inspection. Inspection activity started on 8 November 2022 and ended on the 17 November 2022. We visited the office location on 9 November 2022.

What we did before the inspection

We reviewed information we had received about the service since the last inspection. We sought feedback from the local authority and professionals who work with the service. We used the information the provider sent us in the provider information return (PIR). This is information providers are required to send us annually with key information about their service, what they do well, and improvements they plan to make. We used all this information to plan our inspection.

During the inspection

We spoke with the registered manager, and a senior care worker. We spoke with one person whilst at the service and one person and eight relatives over the telephone. We reviewed two people's care and medicine records and we looked at two staff files including staff training and staff supervision records. A variety of records relating to the management of the service, including quality audits, policies and service checks were reviewed.

We spoke with three staff members to obtain their feedback about their role and the service provided.

About the service

Filey Fields Court is a domiciliary care service provided to people living in specialist ‘extra care’ housing. People using the service lived in their own flats situated within one large building. At the time of the inspection, the service was providing regulated activity of personal care to 22 people.

Not everyone using the service receives personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. Whilst the service does not provide care and support to everyone living at Filey Fields Court, staff respond to all the residents if they activate their personal pendant alarms seeking assistance.

People’s experience of using this service and what we found

People told us they felt safe and well supported. Staff followed policy and procedures to keep people safe. Known risks had been assessed and were regularly reviewed.

Staff received appropriate induction, training and support to carry out their roles. People were supported to take their medicines safely as prescribed and staff followed good infection prevention and control practice.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

People provided their consent to, and were involved with, planning their care and support. People's

preferences were recorded and wherever possible staff supported people to maintain their independence. Staff had access to clear and concise care records which were up to date.

Staff treated people with respect and upheld their privacy and dignity. People received their support from regular staff who they knew and described staff as kind and caring. Staff maintained records to demonstrate how the service was helping people to improve their lives.

Staff were supported by an experienced registered manager who was passionate about providing people with the best care and support. The registered manager completed a range of audits and checks with provider oversight to ensure systems and processes remained effective and to identify any areas that could be improved.

People and staff were approached for their feedback and information received was used for the benefit of their care and support.

This service was registered with us on 17 August 2021 and this is the first inspection.

This inspection was prompted by a review of the information we held about this service.
