Our current view of the service

Inadequate

Date of assessment 17 September 2024 to 3 October 2024. This assessment was completed to check the provider had acted to make improvements following enforcement action taken after our last assessment. We found the provider had not acted to make improvements and the quality of the service had deteriorated further. We found 4 breaches of regulation relating to safe care and treatment, governance, safeguarding people from abuse and staffing. We found potential risks to people’s health and welfare had not been consistently assessed. Staffing levels had reduced and there were not always enough staff to meet people’s needs. People were at risk of unwitnessed falls. Medicines remained poorly managed. There had been some minor improvements in infection prevention and control. People now had access to soap and paper towels to wash their hands, but no other action had been taken. People had not always been protected from abuse and discrimination. There continued to be no effective system in place to analyse accidents and incidents to identify patterns or trends and take action to reduce the risk of it happening again. There continued to be no processes in operation to monitor the quality of care, to continuously learn, innovate or improve the service. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

People's experience of the service

People and their loved ones told us staff managed risks and they felt safe and protected. People told us staff supported them in the way they preferred, and we observed this during our visit to the service. People and families were happy with the standard of cleanliness within the service. People were supported to do the things they enjoyed such as gardening, they had access to healthcare professionals. While the people we spoke with expressed they were generally happy with their care, our assessment found elements of care continued not to meet the expected standards.
