Appropriate governance systems were not always in place to monitor the quality of service effectively. We were not provided with any evidence that audits were completed in areas which covered care plans, initial assessments, MCA assessments or staff files which were some of the areas where we identified concerns during the assessments.

Governance, management and sustainability

At the time of the assessment, the current registered manager was undertaking a different role at the service as Care Coordinator and we were told a new manager would be applying to register with CQC. The new provider has been in place for the last 18 months. There were little evidence of the provider’s oversight in regards to the service. However the provider told us about the systems that are in the process of being implemented to strengthen the overall oversight for example new electronic quality assurance system. The provider told us about the plans for the current care manager to become registered manager. The current registered manager is going to fulfil the role of the coordinator within the service. The provider also holds an improvement plan with Bolton local authority. Staff told us they felt there was good management and leadership at the service and felt supported in their roles.

Appropriate governance systems were not always in place to monitor the quality of service effectively. We were not provided with any evidence that audits were completed in areas which covered care plans, staff files, MCA assessments and initial assessments which were some of the areas where we identified concerns during the assessment of the service. We saw some evidence of staff supervision/appraisal and competency assessments carried out, however these were inconsistent across the staff team.
