Our view of the service

Date of assessment 9 April 2024 to 29 April 2024. The assessment was prompted in part due to concerns received about people’s safety. A decision was made for us to assess and examine those risks. Santos Care Limited provides care to people living in their own homes. There were 7 people using the service at the time of our assessment. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. Where people lacked capacity to consent to their care the provider had continued to not carry out assessments of capacity as required by the Mental Capacity Act 2005 (MCA). Risks to people continued to not always be fully assessed which meant staff did not have access to guidance to support people safely. Systems required for the safe administration of medicines continued to not be in place. There was a lack of transparency from the registered manager and nominated individual throughout the assessment process. There continued to be a lack of effective governance and oversight which mean people’s care was not effectively monitored, placing them at risk of potential harm. However, there were enough staff to support people and any late calls were notified in advance. Staff files we reviewed showed staff had been safely recruited. Staff told us they felt supported in their role. We found 4 continued breaches of the legal regulations in relation to person centred care, consent, safe care and treatment and governance. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded. We have also asked the provider for an action plan in response to some of the concerns found at this assessment.

People's experience of this service

People's experiences were shared with us through their relatives. Relatives shared positive feedback about the care and support their family members received. Relatives spoke positively about the staff team and felt their family members were safe when receiving support. Staff were reported to arrive at the planned times, and if running late people received a call to notify them of this. Relatives knew to contact the care coordinator with any queries or concerns.
