Franklin lodge is a care home providing care to people with learning disabilities and autism. At the time of our assessment there were 8 people living in the home.

We assessed quality statements from the safe, responsive and well-led key questions. Our overall rating for the service is requires improvement. At this assessment We found 2 breaches of the legal regulations in relation to the environment and how risks of harm to people were not fully mitigated and governance. The environment in some areas of the home was unsafe. For example, in one bathroom there was broken glass in the cabinet, a chair that needed a repair making it unsafe to use and a rusty radiator. Some of the communal areas in the home needed updating and some areas needed a deep clean. Risks to people’s health, safety and wellbeing was not always mitigated as much as possible. Governance systems were not always effective and auditing systems failed to pick up concerns found at the assessment.

However, there were enough staff on duty to meet people’s needs. Medicine was administered safely. Effective systems were in place to protect people from abuse. Staff had a good understanding of people’s needs including their cultural and spiritual needs. The provider worked well with healthcare professionals.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people.

Relatives spoke positively of the home and the way it was managed. Relatives told us they found the home safe and staff caring and kind. We observed people were relaxed and their personal space was well maintained and personalised.
