Our view of the service
Date of assessment 16 May to 19 June 2024. The date range includes both the off-site and onsite assessment. Paisley Court is a care home providing personal and nursing care for up to 60 people. The service provides support to older people including people living with dementia. At our last inspection, this service was rated requires improvement. The assessment was prompted by a review of information we held about this service. We assessed a total of 13 quality statements from the safe, effective, caring, responsive and well led key questions and found some areas of good practice and some areas which required improvement. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. Our overall rating remains requires improvement. We found good practice in relation to safeguarding people from the risk of abuse and harm, recruitment of staff and assessing people’s needs. In the main we observed staff to be caring in their approach and treating people with kindness and respect. We found some concerns around the leadership and governance. Although the provider had comprehensive governance systems in place we were not assured they were always used effectively in ensuring the quality and safety of the service. Staff consistently told us they felt unsupported by managers and were reluctant to raise concerns due to a lack of action taken. This resulted in a breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. You can find more details of our concerns in the evidence category findings below. The registered manager was responsive to our findings and provided us with details of the action they had made immediately and actions in progress to make the required improvements.
