Date of assessment: 22 May to 3 July 2024. Hartwig Care (Waltham Forest) is an extra care service that provides care to people living in 132 flats across 4 extra care schemes. Hartwig Care (Waltham Forest) is registered to provide personal care to people living in specialist 'extra care' housing. At the time of our inspection, there were 83 people receiving personal care. We visited the 4 schemes between 22 and 31 May 2024. We had a formal feedback call with the provider on 14 June 2024. We conducted this assessment due to receiving information of concern from the local authority. We looked at all 15 quality statements during this assessment across the safe and well-led key questions. We have not previously rated this service. This assessment did not cover all parts of our Single Assessment Framework (SAF) therefore we have only updated scores and ratings for those areas which we have assessed. We will carry out future assessments to cover other parts of the SAF and will update our website with our findings. We found 3 breaches of regulation in relation to safe care and treatment, safeguarding and good governance. The provider did not always operate robust and effective systems to manage safeguarding concerns or monitor the quality and safety of care people received. Whilst we saw examples of best practice within people’s care records, it was inconsistent across all of the schemes and areas of improvement were needed. The provider was also not fully open and honest with us throughout the assessment process and we were given documents that had been falsified by members of the management team. The provider acknowledged the shortfalls across the schemes and assigned a senior team to implement the actions identified by our findings and those of the local authority. A service improvement plan was developed with the local authority and the provider met regularly with them to discuss the work being done to make the required improvements.

People's experience of the service

People and their relatives had mixed feedback about their experiences of living at the service. People told us they felt they had not always been involved in the planning of their care and did not always know what kind of support they should be receiving. However, the majority of people told us they felt safe living within the schemes as the buildings were secure and staff treated them well. People told us they felt comfortable approaching staff or the scheme leaders if they had any concerns. People did not raise any concerns about infection prevention and control. While people we spoke with expressed they were generally happy with the support they received to manage their medicines and finances, our assessment found elements of this care did not meet the expected standards.
