This announced comprehensive inspection took place on 31 May 2016. The provider was given 36 hours’ notice of the visit because the location provides support and personal care to people living in their own homes and we needed to ensure there were people in the office to assist with our inspection. Ralle Health Ltd (Ralle Health) was registered in May 2015 and this is the first inspection since the service was registered. At the time of our inspection Ralle Health was providing care and support to 18 people, with a variety of needs.
Ralle Health Ltd is registered with the Care Quality Commission (CQC) to provide care and support to people living in their own homes in the Wigton area of Cumbria. Care is provided to older people, some whom may be living with dementia and other complex needs, adults with a physical disability and younger adults.
There was a registered manager, who is also the registered provider, in post at the time of our inspection. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.
People were safe receiving support from this service. They were protected against the risk of abuse and their rights were respected.
Safe systems were used when new staff were recruited to check that they were suitable to work in people’s homes.
People were supported by staff who were trained to care for people with complex and varied needs.
The staff were kind and caring and knew the people they supported well. People were included in decisions about their care and were supported to follow activities they enjoyed.
People were supported to maintain good health through external healthcare providers.
Staff interacted with people in a positive way and support was focussed on the individual and on providing the care they wanted. People’s dignity and privacy was respected at all times.
People were involved in the care planning process and gave their consent to the care and support provided.
The registered provider had a procedure for receiving and handling complaints about the service.
There was an appropriate system in place for monitoring the provision of care and support.
