The inspection

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 (the Act) as part of our regulatory functions. We checked whether the provider was meeting the legal requirements and regulations associated with the Act. We looked at the overall quality of the service and provided a rating for the service under the Care Act 2014.

Inspection team

The inspection team consisted of one inspector.

Service and service type

Teesside Domiciliary Care Service is a domiciliary care agency and supported living service. It provides personal care to people living in their own homes. It also provides care and support to people living in two 'supported living' settings who require 24-hour support, so that they can live as independently as possible. People's care and housing are provided under separate contractual agreements. CQC does not regulate premises used for supported living; this inspection looked at people's personal care and support.

The service had a manager registered with the Care Quality Commission. This means that they and the provider are legally responsible for how the service is run and for the quality and safety of the care provided.

Notice of inspection

We gave the service 48 hours' notice of the inspection. This was because it is a small service and we needed

to be sure that the provider or registered manager would be in the office to support the inspection.

What we did before the inspection

We used the information the provider sent us in the provider information return. This is information providers are required to send us with key information about their service, what they do well, and improvements they plan to make. This information helps support our inspections. We requested feedback from the local authority, NHS Clinical Commissioning Group (CCG) and Healthwatch. Healthwatch is an independent consumer champion that gathers and represents the views of the public about health and social care services in England. They did not share any concerns with us about the care provided. We used this information to plan our inspection.

During the inspection

We spoke with four people who used the service. We spoke with seven members of staff including the registered manager, service leader and support workers.

We reviewed a range of records. This included three people’s care records and medication records. We looked at three staff files in relation to recruitment and staff supervision. A variety of records relating to the management of the service including policies and procedures were also reviewed.

About the service

Teesside Domiciliary Care provides support to adults with learning disabilities both within supported living services and in domiciliary care settings. They provide personalised support packages tailored to meet the individual's needs. At the time of the inspection they were providing personal care for nine people.

People’s experience of using this service and what we found

Medicines were administered safely. There were enough staff to ensure people were safe. Plans were in place to manage risks associated with people's health and wellbeing, whilst ensuring people could remain independent. Staff had received training to safeguard people from abuse and knew how to report concerns. The management team sought to learn from any accidents or incidents involving people.

People's care was person centred and was responsive to their individual needs. Staff had received training to understand how to support people well. Care records provided information in relation to people's backgrounds, interests and care needs.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; systems supported this practice. The registered manager ensured care was based upon good practice guidance to help ensure people received an effective service.

Promoting independence was encouraged and people were offered choices.

The registered manager and staff team worked closely with external healthcare professionals to ensure people's health and wellbeing was maintained.

There was a clear management structure and staff were supported by the registered manager. Quality assurance systems were completed.
