Our view of the service

Marine Park View is a care home providing accommodation and personal care to a maximum of 30 older people, including people living with dementia and people with a learning disability. At the time of our visit, 14 people were using the service. We spoke with 9 people, 11 staff and received feedback from 4 health and social care professionals. We carried out our on-site inspection on 10 April 2024, off site assessment activity started on 11 April 2024 and ended on 25 April 2024. At our last inspection we identified breaches in relation to safe care and treatment, fit and proper persons employed, the environment, person-centred care and good governance. At this assessment we looked at all quality statements to check for improvement and found the provider was no longer in breach of regulations. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The service had previously not been meeting the underpinning principles of Right support, Right care, Right culture. At this assessment we found substantial improvements had been made to open the culture, to the environment and to the running of the service to ensure people were the main focus of care delivery and they received safe, effective care that met their needs. There were sufficient trained staff who worked well with other professionals to ensure people's needs were met. Records provided guidance to ensure people received safe, consistent, person-centred care and support from all staff members. The quality assurance system had become more robust to assess the standards of care in the service.

People's experience of this service

We received positive comments from people who lived at the service, relatives, staff and community health and social care professionals. People were very positive about the improvements that had been made at the service. They said they enjoyed the increased activities and told us they felt safe, staff knew them well and they felt confident to raise any concerns. A person commented, "I am comfortable and safe, I have never felt everything else. If I was not, I would be the first out of the door.” People told us they were listened to, they were supported to make choices and were involved in decision making about their care and support and were asked for feedback regularly. A person said, "Staff often ask me how I feel about the place, I am not afraid to say what I want." People told us staff were kind and caring, they were patient and treated them as individuals and in line with their preferences. A person told us, “Staff are lovely, you feel comfortable when you first meet them.” People were encouraged to be independent. Information was accessible to involve people in decision making about their lives. We saw staff listening to people, offering choice and giving them time to respond. There were enough competent staff to meet people’s needs safely. People had access to more activities and the local community to promote and support their independence, health and well-being. People received their medicines in a safe way. A person commented, "Staff tell me about my tablets, they explain, they are good, like that." Improvements had been made to people's dining experience, choice and variety of food to ensure people enjoyed the meals offered to them, A person told us, "The food is better, there is a choice, it is lovely, you get plenty."
