Our view of the service

Date of assessment 29 May to 10 June 2024 Hawthorne House is a residential care home providing accommodation for persons who require nursing and personal care. People living at Hawthorne House have various needs which include dementia, physical disabilities, mental health needs and rehabilitation for acquired brain injuries. This assessment was carried out as improvements had been identified at the last inspection in November 2023. Staffing levels had improved, however, we found 2 continued breaches of the legal regulations in relation to safe care and treatment and good governance. We looked at 13 quality statements which included: Learning culture, Safe systems, pathways and transitions, Safeguarding, Involving people to manage risks, Safe environments, Safe and effective staffing, Infection prevention and control, Medicines optimisation, Capable, compassionate and inclusive leaders, Freedom to speak up, Governance and assurance, Partnerships and communities and Learning, improvement and innovation. We will assess the other quality statements in future assessments. Some improvements had been made since our last inspection of the care home. Records of people’s referrals and healthcare appointments were organised. Rotas demonstrated staffing levels were maintained to ensure people received the support they required, and staff had the relevant skills to support people safely. Learning was shared with staff at regular meetings and through communication 'shift handover'. However, further improvements were still required in risk the safety of the service. This included risk management and medicines management. Processes were to monitor the quality of service, however improvement was needed to ensure timely actions were taken when needed and effective oversight took place of delegated tasks.

People's experience of this service

People were comfortable in the presence of staff and overall staff knew people, however people felt socially isolated at times because staff were on occasions rushed. People felt safe at Hawthorne House and felt safe with staff who supported them. People told us if they raised issues, they were not always listened to and actions were not always taken. People were referred to other health professionals and support was given to people when required. Specialist mental health support was provided to people to help support their health and welfare. Overall, people lived in a safe environment which provided sufficient space for people. Where people needed specialist equipment to help them transfer and mobilise, this had been serviced to ensure it was safe to use. People and relatives did not raise any concerns to us about the cleanliness of the home.
