Our current view of the service

Requires improvement

Updated 11 March 2024

Date of assessment 13 Mar to 19 Mar 2024 Winsor Care Services is a domiciliary care service providing personal care to people living in their own homes. At the last inspection we found 5 breaches. This assessment was carried out to revisit those concerns and determine if improvements had been made. During this assessment we found some improvements had been made. We found that the provider was now reliably notifying the CQC and the Local Authority when required to do so. We found that safeguarding processes were now being followed consistently and staff had a clear understanding of safeguarding people from abuse. We found that insufficient improvement in other areas which had resulted in repeat breaches with respect to the safety and governance of the service. The provider had implemented some risk mitigation and taken some interim actions to minimise impact to people. Staff were equipped with tasks required to keep people safe. However, more detailed risk management plans were not always available for specific conditions of the people supported. The management of the service had received consultancy support since the last inspection but there was a lack of stability in that support which had negatively impacted the pace of improvements and oversight of quality of care since the last inspection. We were assured during the assessment that there are plans to continue to improve the service and we have imposed conditions on the providers registration to ensure the remaining breaches in regulation are addressed.

People's experience of the service

Updated 11 March 2024

People told us that generally they were happy with the care they were provided with. They said that carers were familiar with their personal preferences and considerate of them. They told us staff worked with them and enabled them to be as independent as they could be for themselves. Care had been tailored to meet individual needs and people felt that staff respected their protected characteristics. People said they felt safe and that carers were good at supporting them with any changes or reporting concerns to the office. People gave a mixed response regarding their confidence in the management of the service. particularly with regard to keeping in touch and getting their feedback. One person told us “I don’t get regular calls or sent a survey”. One relative who represented someone who could not communicate their needs told us “Mum has had these carers for 3 years and the manager has rung me twice in that time to ask for my feedback”.
