During an assessment under our new approach

Bumblebee Lodge is a residential home supporting people with autism and/or learning difficulties. The service is registered to support 3 people providing accommodation and personal care. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We carried out this assessment from the 27th June to the 31 July 2024. We visited Bumblebee Lodge on 27th June 2024 and on 17th July 2024. We looked at 17 quality statement across the 5 key questions we use to inform our assessments. There were a number of concerns that could affect people’s safety. This included safeguarding concerns not always being managed robustly. Where people had been deprived of their liberty the provider had not always followed processes to ensure this was maintained in line with the Mental Capacity Act (2005). This is a breach of Regulation 13 of the Health and Social Act 2008 (Regulated Activities) Regulation 2014. Risks to people’s safety were not always well managed. There was a lack of clarity over how staffing levels and were managed and there were concerns around medicines management. There was a lack of clear processes in place to learn from events. Although staff had a good knowledge of the people at the service, assessment processes in place did not always give staff the information they needed to safely support people. Staff worked effectively with people to ensure they provided care and treatment in line with people’s choices. People were supported by staff to have independence, choice and control in their day to day lives.

About the service

Bumblebee Lodge is a residential care home providing support for up to three people who experience learning disabilities. At the time of the inspection three people were living at Bumblebee Lodge.

The service had been developed and designed in line with the principles and values that underpin Registering the Right Support and other best practice guidance. This ensures that people who use the service can live as full a life as possible and achieve the best possible outcomes. The principles reflect the need for people with learning disabilities and/or autism to live meaningful lives that include control, choice, and independence. People using the service receive planned and co-ordinated person-centred support that is appropriate and inclusive for them.

People’s experience of using this service and what we found

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

The service applied the principles and values of Registering the Right Support and other best practice guidance. The outcomes for people using the service reflected those principles and values by promoting choice and control, independence and inclusion. People's support focused on them having as many opportunities as possible for them to gain new skills and become more independent.

People were treated with respect and staff promoted their privacy, dignity and independence. Staff knew people well and understood what was important to them.

People and those who were important to them were involved in planning the care and support they needed and wanted.

People were protected from the risk of avoidable harm. Risks to their health, safety and welfare had been assessed and plans were in place to minimise those risks.

People’s healthcare needs were met and staff supported them to maintain healthy lifestyles. They received their medicines as prescribed for them and staff understood the importance of maintaining good nutrition for them.

There were enough staff, who were safely recruited, to make sure people had all of their needs and wishes met.

Staff received training and support to make sure they had the right skills and knowledge to provide effective and responsive care.

There was a culture of inclusiveness and continuous development within the home. The provider and registered manager regularly checked the quality of services provided, and quickly addressed any issues identified.

This was the first planned inspection of the service.

We will continue to monitor intelligence we receive about the service until we return to visit as per our reinspection programme. If any concerning information is received, we may inspect sooner.
