The Swallows Residential Care Home provides accommodation and personal care for people aged 65 and over. At the time of our assessment there were 8 people living there. The service can support up to 16 people. We carried out our on-site assessment visit on 23 May 2024, off-site activity started on 24 May 2024 and ended on 2 July 2024 when we held an online feedback meeting with the provider and their consultant. We looked at 13 quality statements. At our last visit to this service on 9 January 2023, we found people were at risk of avoidable harm because risk management was not effective. The provider had failed to have systems and processes in place to manage risks. This was a breach of regulation 12 (Safe care and treatment). We also found at that inspection that safe recruitment practices were not in place which was a breach of regulation 19 (fit and proper persons employed). The third breach at the last inspection was a breach of regulation 17 (Good governance) because the provider’s quality assurance systems and processes were not effective and had not enabled them to assess, monitor and improve the quality and safety of the service. At this assessment we found some improvements had been made, however, there was further work to do, and the provider remained in breach of regulation 17 (good governance).
