Our view of the service

Date of assessment: 12 September to 17 October 2024. PSA Home Care Ltd is a domiciliary care service providing personal care to people living in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive a regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. 23 people were receiving personal care. The assessment was prompted by a review of information we held about the service. At the time of our assessment commenced, the service had only been delivering personal care since 18 August 2024, following an extended break in provision. Therefore, we were unable to assess how well the provider’s systems and processes had been embedded and how successfully they operated over time. The provider had robust safeguarding procedures in place to protect people from abuse and neglect and took steps to ensure staff under their associated responsibilities. People were provided with accessible information on safeguarding and knew how to raise any related concerns. People and, where appropriate, their relatives were fully involved in the assessment of risks. Staff were provided with information and guidance on how to manage risks and they reported any changes in risk to the provider. The provider followed safe recruitment practices to ensure prospective staff were suitable to work with people. Staff received a structured induction, followed by ongoing training, supervision and support to ensure they were able to fulfil their roles. People’s care plans were person-centred and placed emphasis on promoting people’s rights and independence. The provider took steps to avoid discrimination and to ensure people’s equity in experience and outcomes. Robust governance systems and quality assurance were in place, designed to enable the provider to assess, monitor and improve the quality and safety of the service provided.

People's experience of this service

People and their relatives spoke positively about the overall service provided by PSA Home Care Ltd and told us they liked the staff who supported them. They felt safe receiving care and support in their own homes from familiar staff who understood their needs and risks. People and their relatives felt listened to, in control of the planning and delivery of their care and knew how to contact the provider with any concerns. They told us they normally received a consistent and reliable service and were informed if staff were running late. People and their relatives confirmed they were supported to give feedback on the service and this was acted on.
