HMP Garth is a Category B high security training prison operated by His Majesty’s Prison and Probation Service. The prison is located in Leyland, Lancashire and accommodates up to 845 convicted male prisoners serving more than 4 years or indeterminate sentences. Greater Manchester Mental Health NHS Foundation Trust (GMMH) is the provider of healthcare services at HMP Garth. The provider is registered with the CQC to provide the following regulated activities at the location: Treatment of disease, disorder or injury, and Diagnostic and screening procedures. We carried out an announced focused assessment of healthcare services provided by GMMH at HMP Garth to follow up on the Requirement Notice issued after our previous inspection in September 2023. After our previous inspection, we issued a Requirement Notice in relation to Regulation 12, Safe care and treatment and Regulation 17, Good governance, of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. At this assessment, we found that improvements had been made, and the provider was no longer in breach of the regulations. The assessment was carried out alongside His Majesty’s Inspectorate of Prisons (HMIP). The inspection team was made up of 2 Care Quality Commission Health inspectors supported by 2 HMIP inspectors and an inspector from General Pharmaceutical Council. During this assessment, we also looked at the areas we had said the provider should improve at our previous inspection. We found that progress had been made to address these issues. We do not currently rate services provided in prisons. We highlight good practice and issues that service providers need to improve and take regulatory action as necessary.
