Well-led
People received services in line with Right Support, Right Care, Right Culture. However, the service accommodated more people than recommended for people with a learning disability. The provider had clear and effective governance, management, and accountability arrangements. There were a range of regular checks and audits to support this, and action plans were developed to meet any shortfalls. The registered manager and manager had oversight of staff performance. Staff understood their role and responsibilities. Managers and staff met regularly to ensure everyone understood the service values and were working towards a common aim. Staff worked in-line with best practice. The home used an independent quality assessment company to check the care standards annually and recommend any improvements. They also worked proactively with local agencies, such as the Local Authority, to meet local frameworks and standards. The provider has strategies to improve the service and to drive innovation, for example consideration was given to how the service could make good use of technology and be more environmentally friendly. The home notified CQC and other agencies of significant events.

Governance, management and sustainability
Most staff who gave feedback said they would recommend the service. They told us managers were accessible and approachable. One staff member told us, “We have recently had a change of manager at Seaham View. Both are the same in terms of accessibility, when they are in -house we can always ask to speak to them and if not, we can email them.” Staff knew their roles and responsibilities around governance. Staff understood and demonstrated the values of the service.
Effective systems were in place to monitor the quality and safety of the service and ensure people achieved positive outcomes. The registered manager was supporting the manager who was new in post. They both had support from the wider organisation and from internal and external networks to share good practice. They worked co-operatively with external partners, such as visiting professionals and local agencies. Care standards in the service were also checked annually by an external quality assurance company, feedback from this was used to drive improvement. The manager, registered manager and the provider had clear oversight of the service and plans in place for continual service development. For example, there were strategies in place about how the service could be more sustainable and how data security would be managed. The home had recently moved to using more electronic systems which were planned to give managers better oversight of the service. The home notified CQC and other agencies of significant events.
