Well-led
There were effective systems for monitoring and improving the quality of the service. There was a positive culture where people using the service and staff were valued. Staff were able to speak up. There were a range of policies and procedures which reflected good practice guidance and legislation.

There was a positive culture at the service. Staff comments included, ''The agency values staff and gives feedback, they appreciate the work we do'', ''The workplace is supportive and there is good teamwork''. ''I enjoy my job and would recommend this as a place to work and for care'' and ''It is very rewarding.''
The provider had regular meetings with staff to make sure they understood and followed the company's visions and values.
Capable, compassionate and inclusive leaders
Staff told us they felt supported by the management team.
The registered manager left shortly before our inspection. The nominated individual (The nominated individual is responsible for supervising the management of the service on behalf of the provider) was overseeing the management of the service. They were experienced and were a qualified nurse who had previously managed care services. They were supported by a team of senior staff.
Freedom to speak up
Staff told us they knew how to speak up and felt confident raising concerns.
There were procedures to ensure staff were able to speak up when needed.
Workforce equality, diversity and inclusion
Staff told us they felt their diverse needs were met by the agency.

Governance, management and sustainability
Staff told us they thought the service was well managed and there were good systems for monitoring quality.
There were effective systems and processes in place. These included monitoring people's feedback and reviewing care. The management team asked stakeholders for their views and carried out a range of audits and checks. The provider had made improvements when they had identified these were needed.
Partnerships and communities
People's relatives felt the staff helped them be part of the local community.
Staff explained they supported people to access community services when needed.
We did not receive feedback from partners about this aspect of the service. There were no concerns.
The management team worked with other providers and care organisations to help ensure they were up to date with best practice.
Learning, improvement and innovation
Staff told us they had opportunities to learn and improve their practice.
The management team had meetings to reflect on their work and discuss improvements to the service. There was a suitable business plan that included contingency planning.
