Well-led
This assessment did not assess all quality statements within this key question. For the quality statement we did assess, improvements had been made. However, the overall rating for this key question remains inadequate based on the findings at the last inspection. The provider had a range of quality monitoring systems and processes in place. However, further time was needed to enable the provider to demonstrate these had been embedded and would be sustained when the provider took on additional care packages. Staff spoke positively about the management team and the support they provided. The registered manager had developed their knowledge of the regulatory requirements and responsibilities. However, findings from our assessments showed some further development was needed.

Governance, management and sustainability
Staff described the management team as supportive and approachable. One staff member said, “When I started my role, the manager explained everything. I know I have to report any worries and do things properly. We have meetings to talk about everything. The manager is always there to help us she is very supportive.” Another staff member told us, “We can read the procedures. We can get them online or in the office. We have a secure electronic App group as well so everything is shared.” Staff feedback showed they understood their roles and responsibilities. The registered manager told us, “I have been to different courses and have been building my understanding of CQC regulations and my responsibilities. It has been hard and we have worked hard but I am feeling more confident. We have taken it all on board and we are better.”
The registered manager had ensured their quality monitoring systems and processes were now effective, this demonstrated lessons had been learned. However, further time was needed to enable the provider to demonstrate these had been embedded and would be sustained when the provider took on more care packages. Team meetings were regularly held to share information and encourage staff to share their views for example, about areas for improvement. A system was in place to ensure staff had the skills they needed for their role. One staff member told us, “ They [management] do lots of checks to see we are doing it right. If there is a problem, they tell you and talk to you and help you.” A review of the provider's website prior to our on-site assessment did not display a link to the service's CQC rating in line with the legal requirements. When asked about this the registered manager said, “I didn’t know I had to do that. I will sort it immediately.” Action was taken to address this during the our visit.
