Effective
Effective – this means we looked for evidence that people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs
The service made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. For example, the registered manager had worked closely with people, their relatives and other health and social care professionals to adhere to the principles of STOMP (Stopping over medication of people with a learning disability and autistic people) to ensure the use of any medicines were appropriate and used only in the best interests of the person. Evidence-based care was significant in the provider’s policies and procedures. Records clearly demonstrated the level of support people needed for their needs to be met safely, particularly in meeting nutritional needs and maintaining independence around continence care.

Consent to care and treatment
The service told people about their rights around consent and respected these when delivering person-centred care and treatment. Staff spoke to people with respect and responded to people's non-verbal cues well. A relative told us, “I am confident my relative is happy there and I am kept informed of everything I need to know to make sure they stay healthy and happy. I cannot fault the staff at all. They are brilliant at looking after my relative.” We observed people being offered choice, for example staff empowered people to lead the tour of their home with inspectors. Staff sought permission before entering people’s bedrooms and people proudly showed off their property and achievements. A clear process was in place to carry out mental capacity assessments where required. Mental capacity assessments had been completed for individual decisions. Care was planned in the person’s best interests in the least restrictive way and in consultation with those important to the person.
